The value of evaluations resides in their use. Starting in 2023 with the EPRC report's findings and recommendations, PAHO started taking practical steps by establishing a dedicated working group for the lmplementation of the Recommendations of the Evaluation of PAHO's Response to COVID-19, known as IREP-C19. This group, led by the Health Emergencies Department (PHE), oversees the implementation of the report's recommendations, ensuring that they are put into practice. From April to August 2023, PAHO Evaluation backstopped the entire process and provided crucial support to PHE in developing the IREP-C19 Action Plan. This coordinated effort reflects PAHO's commitment to learning from the past and actively working toward a more resilient and effective provision of technical cooperation in public health in the Region.

In 2023, after the completion of the ENCD evaluation, PBE Evaluation supported its follow-up, first by facilitating a workshop for the lead entity, Noncommunica- ble Diseases and Mental Health (NMH), on use of the Theory of Change develo- ped by the evaluation to support NMH own planning. Then PBE Evaluation backstopped NMH in preparing the management response and implementing recommendations, to help ensure that evaluation findings are considered for NCDs prevention and control plans. NMH is currently developing the manage- ment response to recommendations.

PAHO features an Evaluation Platform to record the management responses and action plans to implement recommendations from evaluations. It is also used to streamline the sharing of past evaluation summaries and insights. By disseminating lessons learned, the platform empowers PAHO to replicate successful initiatives and implement recommendations within a culture of continuous improvement.
